Kenilworth planning roundup: Bungalow build refused, stables decision delayed and solar farm saga

Below are the key Kenilworth planning applications recently received or discussed by Warwick District Council.

Derelict bungalow refused

Councillors have turned down a scheme that would have replaced a run-down Kenilworth bungalow with a new five-bedroom house because of its impact on a nearby listed building.

Councillors were told that the site had been part of the garden of the 18th Century Fieldgate House, a listed building in Fieldgate Lane.

Planning permission was refused by a majority vote despite the support of some members.

Stables decision delayed

Councillors have insisted on a site visit before deciding on whether to grant planning permission for stables, an all-weather riding arena and hardstanding on green belt land between Knowle and Chadwick End.

Planning officers said the plans should be approved but councillors said questions needed answering before a vote could be taken.

John Gregory, a planning solicitor instructed by some of the local residents, said: "Ten years ago it was a well known local beauty spot being an open field with views across the canal towpath.

"For some time now residents have been concerned that it has been subject to piecemeal development which is eroding the openness of the countryside and causing irreparable harm to the green belt."

Solar farm saga

KTC members chose not to side with their colleagues at Beausale, Haseley, Honiley and Wroxall Parish Council in objecting to building a huge solar farm on the green belt.

Councillors were split on the decision but members voted in favour of keeping their neutral stance on the development.

Affordable housing shortage

Plans to build 7,000 affordable houses by 2029 look in doubt as the district council continues to fall behind its own planning targets.

But between March 2020 and April 2021 just 228 affordable houses were built in the district - 61 per cent of the council's target.

Since 2011 WDC has only hit its targets twice - in 2018/19 and 2019/20.

And the council said it "cannot be accurately forecast" whether the target will be met.
