Council approves £63k spend to move 30mph speed limit 240 metres along busy Kenilworth road

A 30mph speed limit could be moved 240 metres down a busy Kenilworth road to connect residents of a new estate to the rest of the town.

Kenilworth Town Council this week unanimously approved a £62,750 spend from its CIL budget to help finance the works on Warwick Road.

The council has already spent £10,000 on a study investigating how safety could be improved, and the new Pavilions estate integrated fully with the rest of Kenilworth.

Works could see speed cushions installed, as well as new signage, road markings and the start of the 30mph zone beyond Wilkshire Road - the entrance to the estate.

The survey found that the housing developer, Bovis Homes, should have already installed more street lighting.

It also found nearly £450,000 is available through section 106 agreements to provide cycling routes from the estate to St John's roundabout. This could see a toucan crossing installed across Warwick Road.

The council's finance and general services committee had recommended to full council that the funding be approved.

Speaking at that meeting Cllr Rik Spencer, who brought the plans forward on behalf of the CIL working group, said the project will greatly benefit local residents.

"It is not just an enhancement for the entrance to the estate," Cllr Rik Spencer said at the meeting.

"It is enhancing the lives of the people who live on that section of the road."

The Warwick Road project follows a petition submitted to Warwickshire County Council by local residents calling on members to "see sense" and move the 30mph speed limit past the entrance to the estate.

Residents also called for more street lighting and better cycling provision.

A public consultation would need to be held before any firm designs are approved.

And Cllr Spencer said extending the 30mph limit could begin as early as April 2023 if things move quickly.

"This is the ceiling price," he added at the finance and general services meeting.

"We have added a bit because I do not want to be embarrassed that if this council were to proceed and say 'yes we are going to do this' I do not want to find myself in the embarrassing situation of coming back cap in hand asking for more money.

"I am 99.997 per cent certain that you will have change from that. But I would rather under promise and over deliver."

A council report said the project would: "Draw the residents into said community whilst simultaneously enhancing the approach to the town and provide a cycle route link from the housing development into the town."
