Could enforcement be the answer? 'Heartfelt plea' to build Kenilworth roundabout

A Kenilworth councillor has called for "everyone to pull their fingers out" to do what they can to push for a long-awaited new Kenilworth roundabout to be built.

The works at the Stansfield Grove junction on Glasshouse Lane have been significantly delayed, and continue to be delayed by Warwickshire County Council.

Eventually, a new four-way roundabout will be built at the entrance to the Stoneleigh View housing estate, alongside new pavements leading to Kenilworth School.

The local authority has promised to start the works multiple times, but spades are yet to be put in the ground.

And at the most recent Kenilworth Town Council meeting, Cllr Zoe Leventhal called on the town's three county councillors to do what they can to move the project forward.

"The delays on that have been just going on and on and on," she said.

"Every time we ask for a time frame, we get a time frame that is then not met.

"I just wonder if I could put out a heartfelt plea to the county councillors in the room to jointly - along with Cllr [Tracey] Drew - to pick this up with the councillors involved and start to call for a bit of accountability on this.

"The longer this takes to be sorted out, the longer the problems persist."

Cllr Leventhal's words came during a general update on county-led projects across Kenilworth.

Cllr Richard Dickson explained: "The Stansfield Grove works - which include a roundabout and some drainage work and a pavement on the eastern side of Glasshouse Lane to make it safer for students going from Oakley Road to school - which was meant to have been done last year, and ideally should have been done in September 2023, still hasn't started yet.

"It is not clear whether the legal agreement has been signed with Bovis Vistry who are funding the works at a cost of £1.2m.

"The most recent problem was the unexpected drainage issue that had arisen which necessitated a redesign.

"It just goes on and on. It is really frustrating."

The new junction was part of the planning permission agreed with Warwick District Council when the 620-house estate was fully signed off in November 2022.

It was later agreed the delivery date for the roundabout could be pushed back, but it was expected to be built in 2024.

Cllr Adrian Marsh suggested the town council write to planning enforcement officers at the district council to see what could be done.

"Casting the net a little bit wider, it is a key part of the infrastructure associated with the east of Kenilworth development," he said.

"Should we also include approaching planning enforcement to stress the importance of this integral part of the planning applications for that part of Kenilworth."

Town councillors agreed to write to the transport portfolio holder at county as well as enforcement and those in contact with housing developers at the district council.
