Prime Minister promises to 'rewrite the rulebook' on UK imbalances during speech from Baginton

The Prime Minister has said he will "rewrite the rulebook" on the devolution of power across the UK during a speech in Baginton today.

In a speech from the UK Battery Industrialisation Centre, PM Boris Johnson set out plans for the government's 'levelling up' scheme.

The PM said that the government's plans aim at spreading investment and influence across the country, away from London. This included possible provision for new elected mayors for counties.

He said that constant investment in already prosperous areas meant that "you drive prices even higher and you force more and more people to move to the same expensive areas – and two-thirds of graduates from our top 30 universities end up in London – and the result is that their commutes are longer, their trains are more crowded, they have less time with their kids."

He added: "It is the mission of this government to unite and level up across the whole UK, not just because that is morally right but because if we fail then we are simply squandering vast reserves of human capital, we are failing to allow people to fulfil their potential."

The plans, which have been labelled as "a PR exercise" by Labour's deputy leader Angela Rayner, will not affect already affluent areas according to the PM.

"We don't want to decapitate the tall poppies," he said. "We don't think you can make the poor parts of the country richer by making the rich parts poorer."
