Plans for ‘self-build’ Kenilworth bungalow refused

Council planners have refused to grant planning permission for a new one-bedroom 'self-build' bungalow in Kenilworth.
The scheme would have seen the home built to the rear of a property on Moseley Road and was intended to be the applicant's "primary residence".
Construction of the building was also due to be completed by the applicant and the entrance would have come from the neighbouring Worcester Road.
Kenilworth Town Council had objected to the scheme, saying the development would have been "massing" on the site, would have impacted the amenity of neighbours and would have not had enough amenity space itself.
Planners at Warwick District Council agreed, stating: "The proposal is considered to give rise to a degree of harm to neighbouring amenity in regards to the impact on levels of light and outlook from neighbouring dwellings, noise impacts associated with the proposed air source heat pump and the creation of a sub-standard area of private amenity space for the existing property."
A supporting statement submitted alongside the application contested this view and said the bungalow would not have a negative impact on Moseley Road.
It said: "It is our contention that there will be no significant change or harm to the street scene which we do not consider of particular merit but reflective of typical 1930s bungalow development, although the southern side of the street opposite to the proposed development, has no consistent design."
However, the council was not swayed.
The report refusing permission continued: "In the case of the proposed development, the siting of the dwellings proposed are not considered to respect the pattern of development experienced within the locality of the site, and will result in harm to the character of the area."
