Latest bid for new house at Kenilworth care home refused

Council planners have once again refused plans to build a house in the gardens of a Kenilworth care home.

Clarendon Care Services Ltd had submitted a fresh bid to Warwick District Council (WDC) for the facility at Kenilworth Manor Nursing Home.

In 2022 an application for a four-bed house and dementia garden at the Thickthorn Close site was thrown out by the local authority.

And now this latest submission for a 'self-build dwelling' on an area of "disused lawn" has been refused.

Planning officers at WDC have thrown out the application saying it is not appropriate next to the grade II listed building.

A council report said: "The application site is located within the curtilage of a grade II listed building, which has already been subject to a significant encroachment of built form associated with housing development, which has eroded its original setting.

"The addition of a dwelling within the immediate vicinity of the property is considered to result in the erosion of the remaining parkland associated with the listed building, with this failing to preserve the setting and integrity of the listed building."

Objections were also submitted by Kenilworth Town Council - which said the application did not have enough detail - as well as conservation officers.

The previous plan was refused for being "harmful impact on the setting of the nearby listed building".

But Clarendon had argued its fresh scheme addressed these concerns.

It said: "This application responds to the issues raised by the council insofar as a less sensitive location is proposed at the southern end of the property, abutting the lower car park. 

"This benefits from nearby vehicular access and is less sensitive in terms of tree and ecological constraints. 

"A new dwelling here would, in settlement pattern terms, continue the line of housing within Thickthorn Orchards."
