Council delays further discussion on detailed plans for 452 'insulting' houses in Kenilworth

Town councillors have delayed having another say on detailed plans to build 452 more houses in Kenilworth.

Kenilworth Town Council’s (KTC) planning committee was due to discuss the planning application for the Thickthorn estate last week, but has instead asked for more information on the development before making a decision on whether to maintain its objection.

Members had previously objected to the reserved matters application, describing the application as “insulting”.

Following updates to the scheme from developer Charles Church, KTC is now able to revisit the plans. 

However, councillors have decided to ask Warwick District Council (WDC) for a briefing on the updates to the development before making their decision.

“We have been informed that we will be in time if we wish to defer this and consider it at our next meeting. There is time to do that,” Cllr Neal Eaton said at last week’s meeting. 

“We have not had any briefing from the site and development officer who is a major player in this. We can hold it back. 

“There is a major amount of paperwork here. 

“The actual objection we made last time was by the previous administration and there is an amount of work to be done here.”

When KTC objected to the original plans in February, members raised a number of concerns, including the quality of the homes, the proximity to the A46 and lack of energy efficiency measures.

Councillors also said they were “outraged” that the plans were not in line with the Land East of Kenilworth development brief - a major planning document designed to guide new estates across that side of town.

"It seems like a kit scheme they have taken off the shelf somewhere and have tried to just drop in," Cllr Andrew Milton said at the time.

"I think it is quite insulting considering all the work that was done by the district council officer on the Land East of Kenilworth Brief, and by the town council."

WDC has already given full planning permission for 98 homes to be built at Thickthorn - with the first of these now on the market.

This larger application will see the estate extended, with a new spine road built. Outline permission for the 452 homes has already been granted, but the district council must still sign off on the detailed designs.

WDC also recently released the street names for the development - with all the names representing famous faces from the town's history.

The development will eventually see another junction built along Warwick Road.

Councillors had previously revealed that residents on the new estate will be forced to use the community facilities at the new Kenilworth School for a while, rather than the purpose-built facilities included in the application.

Warwickshire County Council has also recently ring fenced nearly £2 million in funding for cycling and walking connections along the A452 and for potentially adding traffic lights to St John's Roundabout to help deal with the amount of traffic to the new developments.
