Appeal launched as latest bid for new house at Kenilworth care home refused

A care company has submitted an appeal after it was refused permission to build a house in the gardens of a Kenilworth care home.
Clarendon Care Services Ltd was refused permission for the facility at Kenilworth Manor Nursing Home last month.
It was the second time Warwick District Council (WDC) had blocked such a scheme, having refused permission for a four-bed house and dementia garden at the Thickthorn Close site in 2022 also.
Planning officers at WDC refused the latest scheme for a 'self-build dwelling' on an area of "disused lawn" saying it was not appropriate next to the grade II listed building.
Now Clarendon has submitted an appeal to the planning inspectorate in a bid to get the decision overturned.
"The refusal reason solely relates to an alleged adverse impact on the setting of a designed heritage asset (Thickthorn Manor, a Grade II listed building)," the appeal said.
"We maintain that the LPA [the council] has i) placed too much emphasis on the indicative design of the dwelling, and ii) failed to meaningfully consider the impact of the large scale, mixed-use development permitted...[land east of Kenilworth estate]...which is now under construction.
Before the application was refused, objections were submitted by Kenilworth Town Council - which said the application did not have enough detail - as well as conservation officers.
The previous plan was refused for being "harmful impact on the setting of the nearby listed building".
WDC will now be given the chance to present its case before a decision is made by a planning inspector.
