'Unacceptable' plans for new housing estate next to village garden centre look set to go ahead

"Unacceptable" plans to build a major housing estate next to a village centre look set to get the green light after a council report recommended the scheme be approved.

Seven Capital plc has applied to Warwick District Council to build 63 homes next to Smith's Garden Centre in Baginton, joining onto a 56-house development which was approved in September 2021.

The developer had originally planned to build 66 homes at the Coventry Road site, but has since reduced the total number of houses included.

If approved the scheme - which has received multiple objections - will see 26 affordable homes built.

A report recommending the scheme be approved said: "The applicant has provided an updated indicative layout which demonstrates that the development would have an acceptable impact in terms of landscape character, design and amenity.

"Furthermore, the indicative layout demonstrates that adequate parking can be provided which meets with the council's standards.

"All other matters can be suitably controlled by condition or will be determined at the reserved matters stage."

Baginton Parish Council, which has objected to the application, pointed out the estate would provide more houses than approved in the local plan.

"There are too many new homes planned. This development should have been better controlled, as we now have two developers seeking to build around 60 homes each on their own plot," the parish council's objection said.

"We appreciate that the developer has reduced housing numbers to provide more garden space, visitor parking etc. but the reduction in housing numbers is just too small.

"A total of 80 was agreed in the local plan, neighbourhood plan and by the independent inspector. No reason has been provided for a 54 per cent increase in that figure and this simply can't be supported We therefore continue to object on the grounds explained previously."

But district planners say the over provision is not a problem.

"As the proposal has demonstrated that the site can accommodate the number of dwellings without a detrimental impact on the wider area, these additional units are considered as a material benefit," the WDC report added.

The district council's planning committee will discuss the application on Tuesday, January 10.
