Council leader George Finch has vowed not to soften his stance on staff culture at Warwickshire County Council stating staff need to "stop bl***y moaning and get on with the job".

In July, Cllr Nicki Scott accused Cllr Finch and his Reform UK administration of being responsible for a "growing culture of bullying and harassment" that was leaving staff "scared to work" there.

Cllr Finch vehemently refuted the allegations, despite himself coming under fire for public criticism of chief executive Monica Fogarty, his suggestion of metaphorically placing 'boots on necks' to get things done at Shire Hall and his accusing library staff of 'promoting contested gender ideology' through Pride displays.

In an interview with the Local Democracy Reporting Service, Cllr Finch cited a recent staff survey which saw 75 per cent of respondents say they would recommend the council as a great place to work. He also said that no complaints related to Cllr Scott's allegations had been received by monitoring officer Sarah Duxbury.

From there, he launched into comparisons to private sector roles and argued the average person on the street would have no sympathy with council workers.

"You've got teaching assistants on 17k a year, plumbers, roofers, plasterers who don't get sick pay, might not get holiday pay, don't get 19 per cent pension contributions, don't get free tea, coffee and biscuits like they used to here, don't get the cushy air-conditioned office, don't get the nice lifestyle," he said.

"Most of these here don't have to work a physical job, they are getting paid a good whack and they are afraid of a little bit of hard work or when someone says 'pull your finger out'?

"When hardworking people get home from destroying their bodies all day, building houses, they sit back, look on Facebook and see council staff are upset to work? What a joke.

"It is that disparity with hard workers, sacrifice, people who are brought up in my areas like my dad who (metaphorically) killed himself to get a house and earn a living for his family. He didn't get that luxury, when he needed the state they stuck two fingers up at him but they get 19 per cent contribution, 50 grand a year.

"What else? Sick pay, you can buy more annual leave – what a luxury!

"I am not saying they don't work hard here but (people) who are really living a different life look at council staff and wish they had that luxury, and these are the ones who moan the most. It is so wrong.

"The majority (of the public) support my way of thinking. Do plumbers, plasterers, carpenters get the luxury of working from home in a nice warm house? A cup of latte with a lovely little dog next to them, doing a bit of work in the warm? No, they bl***y don't.

"I just think there are two worlds people are living in. Stop bl***y moaning and get on with the job. You are paid by taxpayers, get on with it, simple. We have a job to do, I don't want people messing the public around."

While sceptical of the culture at Shire Hall, Cllr Finch made clear he holds fellow councillors responsible for "moaning", claiming they are "creating this environment to score political points".

But he also insisted Reform did not have time to push through change with a less confrontational approach, adding: "I have enacted the change I want to see.

"There is more to come and I won't stop because we're in administration. Unless the officers are obstructing us, which we have experienced before, so they might.

"The public doesn't have time, I don't have time. They need the support now, they need their councils working for them and they haven't for years.

"I apologise if I act in haste or with urgency but it is because I have a job to do and people to represent.

"I don't earn 75k, 150k, 250k. It is not about money for me, it is genuinely about making sure the public gets a return on investment. Remember, they are forced to pay council tax."

Later, Cllr Finch was equally adamant that he is "cautious with certain things" and "will speak to cabinet when needed" ahead of taking decisions.

"I won't just make rash decisions but we do need action sometimes," he said, before giving the example of one council worker who "jokingly" said "they'd earn more money in the private sector".

"I stood up, opened the door and said 'go then'," continued Cllr Finch.

"You won't get your 19 per cent and all the perks you get here. We have a bigger duty than private business, we are here to support the people, the taxpayers.

"They have all forgotten about why we're actually here. They're out of touch, they're in their ivory tower.

"I said it before I was elected, I knew what was going on here. I know what these places are like."

"I have seen evidence of it. Every day. It is an inherent issue passed down from the previous (Conservative) administration. I don't want to just change the wallpaper, I want to shake up the whole place, office to office, wall to wall, person to person.

"I want to make sure they understand the great honour of serving the people and being a council staff member."

Warwickshire County Council has been approached for comment.
