Planners look set to refuse permission to demolish 'eyesore' Keepers Cottage despite neighbours' support

Plans to demolish and rebuild an 'eyesore' house in Honiley look set to be refused by Warwick District Council despite the support of neighbours.

The parish council and five neighbours have supported plans to replace the two-bed Keepers Cottage on Church Road.

But planners said the proposals were 'inappropriate development' in the Green Belt and have recommended that the planning committee refuse permission.

A council report said: "The replacement structure features a considerably larger two-storey area that spans a much greater width across the site, resulting in visual harm to openness of the setting."

Adding: "Officers consider that the proposed development constitutes inappropriate development in the Green Belt by virtue of being materially larger, which is harmful by definition and by reason of harm to openness.

"No very special circumstances which outweigh the harm identified are considered to exist and it is therefore recommend that planning permission be refused."

But the application from Honiley Estates ltd said the plans would improve the appearance of the Green Belt.

"The proposed development is considered to be better contained and less sprawling," the application said.

"There is an overall significant reduction in footprint and floorspace, and significant reduction in hardstanding across the site."

Adding: "The existing dwelling is a tired and poor quality dwelling and its replacement is justified."

"Due to the condition of the property and difficulty of bring this dwelling up to to modern building regulation standards without re-building large areas I believe this dwelling has reached its lifespan.

"A replacement dwelling is the most viable, cost effective and environmentally beneficial way forward."

And with residents and Beausale, Haseley, Honiley and Wroxall Parish Council submitting supporting comments to the application, WDC's planning committee will have to discuss the plans on Tuesday, April 26.

In support of the application Nicholas Wade said: "The proposed dwelling would be more environmentally friendly than the existing property.

"I believe it would also be less of an eyesore."
