Council to introduce policy for flying flags outside Jubilee House

A clear policy about flying flags outside Jubilee House is set to be agreed on by the town council.

Over the past few years Kenilworth Town Council has received several requests to put up flags outside its Smalley Place headquarters and has now decided that a proper process needs to be put in place.

In June the flagpole outside Jubilee House - which is also the base for local police and Sir Jeremy Wright's office - displayed the pride flag, and residents have now asked if the Ukrainian flag could be put up again.

Speaking at the most recent full council meeting Cllr Kate Dickson explained that a policy would make it easier for residents to ask for a particular flag, and would give the council a proper footing to accept or turn down requests.

"Over the past couple of years we have had several requests to have flags flying, many of them have been very good causes," she said.

"There has been a bit of a confusion where a flag has remained up for longer than the week or the fortnight or whatever it was specifically designed for.

"It is suggested that maybe we should have a policy. And that would mean that residents could apply to the town council for their flag to be flown for a specific time."

Councillors were in favour of the proposal and suggested that the council look at how other local authorities handle the issue.

Cllr John Cooke added: "I think this is a good idea about asking what other councils do.

"I would just tell a story that a former leader of Warwick District Council got himself into some trouble on one occasion when they were asked to put up a particular flag but he didn't like the idea of it so he said no. 

"All I would say is he soon changed his mind as I recall and there was a big public outcry. So it is worthwhile having a policy that includes similar criteria to use when you decide what is acceptable and what is not acceptable."

While Cllr Richard Dickson said it would be good if the town could mark Independence Day of Ukraine by displaying the nation's flag by August 24.
