Burton Green house to be demolished and replaced by swimming pool as owners move into outbuilding
The owners of a Burton Green property look set to demolish their home and move into a converted outbuilding which will be enlarged to accommodate a swimming pool.
Further plans for the site in Red Lane will see a detached garage for six cars built on the land which is in the green belt.
The local parish council and three neighbours objected to the scheme on the Thistle Estate but there were also three letters of support for the application and councillors at this week's delegated planning committee of Warwick District Council also gave their backing by eight votes to one.
A final decision will be made by the council's development services manager although the recommendation from planning officers was also to grant permission.
Cllr George Illingworth (Con, Kenilworth Abbey and Arden), the ward councillor for the area, spoke against the plans and also represented Burton Green Parish Council.
He said: "We are faced with a massive building which is to be converted into a domestic house to replace the old home. In addition a swimming pool is to be added with the addition of a large six-car garage and the upgrading of existing buildings."
Cllr Illingworth questioned whether a certificate of lawfulness should have been issued in relation to the outbuilding in the first place. It is currently used as a gym and for other leisure uses.
He added: "The certificate of lawfulness was issued by the officers without any reference to the parish council, district council or the public. Had it been open there would have been many objections and it would have been to you as a committee to resolve. Tonight is therefore your first opportunity to look at permitted development and the lawfulness certificate – please use that opportunity. The certificate of lawfulness clearly states that it is an outbuilding to be used for recreational purposes."
Cllr Illingworth also asked why no details had been provided for the proposed swimming pool and if the existing drainage would be able to cope. In response to the latter, planning officer Rebecca Compton explained that such matters were dealt with through building regulations and consultation with Severn Trent.
While they supported the plans, councillors did ask that a condition be added to ensure that noise from any subsequent plant room for the swimming pool was controlled. Other conditions mean the existing bungalow will need to be demolished within six months of the outbuilding being first occupied and that no work can take place until a bat activity survey is carried out by ecology experts.
