Town council objects to plans to build three new homes in centre of Kenilworth

Town councillors have raised concerns about plans to build three new homes in the centre of Kenilworth.

A scheme to build the new houses - on a site where five homes once stood - were put forward at the end of last year, after a previous proposal to develop the site was withdrawn the year before.

The scheme for 'Railing Row' on Warwick Road could see one detached and two semi-detached homes built, each with two bedrooms.

But while the latest scheme says it is in keeping with the site and the nearby St John's conservation area, Kenilworth Town Council has objected to the application.

"There was concern over the significant loss of mature trees and other biodiversity on the site, with no clear assessment having been carried out, nor any evidence presented as to how this loss will be mitigated," the council's objection said.

"Members did not consider this development to be a positive response to the landscape.

"No energy efficiency measures appear to have been considered for this development contrary to the emerging net zero carbon development plan.

"Further, members were concerned about the location of the in-gress/egress point onto Warwick Road, requiring vehicles to cross a hatched area of the roundabout."

Councillors also asked for the highways officer to visit the site to make sure all issues have been assessed.

"Whilst a full re-development of 'Railing Row' may no longer be appropriate to the modern character of Kenilworth, the proposal to build three houses in a designated residential area is," the application said.

It added: "The existing area was a site of five houses, referred to as 'Railing Row'. 

"These were demolished in the late 70s with the intention of re-building, however, were never completed at the time. 

"The land is currently used as personal storage, notably cars for the current occupants of 200 Warwick Road."

Plans state the houses would be "suitably landscaped" with new gardens.

It also says nothing will be done to change the access to the site.
