Town councillors have objected to plans to build another block of wooden stables on Purlieu Lane - for a second time.
Kenilworth Town Council's planning committee originally went against the Hammonds Barn scheme when proposals were first submitted in September 2021.
Members said the scheme was too big and was inappropriate development in the greenbelt.
After the original application was withdrawn, a smaller design was resubmitted but the town council has maintained its position.
"I think we need to leave our comments from the last one, I think that the comments are still the same," said Cllr Alan Chalmers at last night's KTC planning meeting.
"It is a very sensitive area, being so close to the castle, so I am not happy with it really."
Other councillor agreed with Cllr Michael Coker commenting: "The immediate concern about this is that it keeps on coming up. That usually is not a good sign."
Adding: "The alterations to size do not affect the comments we made about the previous application. The differences in the application do not alter our views on them."
The application is the tenth submitted for the site since 2007.
The previous plans, which were for two stable buildings, tack room and hay store, were also objected to by ecological services, the conservation officer, Warwickshire County Council's landscape team, Historic England and local residents.
Having altered the plans, the new application said: "Following heritage and conservation comments around the mass of the new stables we have split the stables and reduced the amount of stables and the scale of them to align with British Horse Society sizes."
Adding "Once we have planning in place it is our intention to focus on restoring some of the old hedge row to the side of Hammonds Barn and improving the hedge row on Purlieu Lane, thereby encouraging more wildlife and improving the setting for visitors.
"We will longer term be looking at trees and some wild flower planting."
Cllr Rob Barry said he thought the plans "quite sympathetic" and said: "I don't have a reason to object."
But councillors voted in favour of maintaining their objection.
